Conyers report
Representative John Conyers, Jr., the Ranking Democrat on
the House Judiciary Committee, asked the
Democratic staff to conduct an investigation into irregularities reported
in the Ohio presidential election and to
prepare a Status Report concerning the same prior to the Joint
Meeting of Congress scheduled for January 6, 2005, to receive and consider
the votes of the electoral college for
president. The following Report includes a brief chronology of the events;
summarizes the relevant background law;
provides detailed findings (including factual findings and
legal analysis); and describes various recommendations for acting on this
Report going forward. |

101―PRIMER ON DECEPTION Joseph W. Caddell
This monograph reviews
the basic concepts related to “deception.” The
author, Dr. Joseph Caddell, defines terms, provides historical examples,
and discusses problems associated with deception. His monograph provides a
general overview, a “primer,” and is not directed at those who already
possess a working knowledge of deception operations. Nevertheless, given
the complex and ever changing nature of deception in the
political-military environment, it may serve as a useful reminder of the
basic assumptions and methods concerning the subject. The Strategic
Studies Institute is pleased to publish this work as part of our External
Research Associates Program. |

Truth and Science Betrayed: The Case Against the Information Quality Act
This report takes a critical
look at the Data Quality Act . or, as it has been renamed by the Office of
Management and Budget (OMB), the Information Quality Act (IQA) . a
twoparagraph appropriations rider passed in 2000 that was ostensibly
designed to ensure the quality of information disseminated by federal
agencies. Disgruntled industries have used the Act as an end run around
well-established procedures for promulgating rules to improve air quality,
clean up toxic waste sites, and protect children and wildlife from
pesticide residues. Indeed, unless these abuses are checked, the IQA may
well prove the most destructive half-page of law that most people do not
know is on the books. |
